GCS EXCURSION MANAGEMENT PLAN

 To assist schools in developing the Excursion Management Plan required by the Department of Education and Training policy “Excursions Off School Site Activities, Geraldton Camp School is pleased to supply the following information

PURPOSE OF THE EXCURSION

Geraldton Camp School (GCS) delivers quality experiential learning programs designed to support schools achieve Curriculum Framework outcomes.

The communal, purpose built environment at GCS, away from the student’s home and school, provides new experiences through which student’s best develop:

q       Self-Management Skills

q       Interpersonal Skills – including teamwork and leadership skills

q       Self esteem.

 

Geraldton CS is committed and well placed to support students to develop the values of the Curriculum Framework  

q       Pursuit of knowledge and commitment to achievement of potential

- Setting high personal standards.

q       Self-acceptance and respect of self.

- Students feeling good about themselves, being confident in their ability to be good at something.

1. ASSESS THE RISKS

1.1 Assess the environment

The Teacher in Charge is responsible for the supervision of all participants.  Camp school staff may instruct, lead, demonstrate or assist in an activity, but the Teacher-in-Charge is responsible for overall supervision of the group. The site has been assessed and is considered to be appropriate for the excursion.

 

Geraldton CS is located 420 kilometres north of Perth.

We are situated 4 km north of the Geraldton City centre on Chapman Rd in the suburb of Bluff Point, adjacent to St Georges Beach. The dormitory style accommodation provides beds for 86 people.

q       Students: There are two x 26 bed dormitories with three toilets and showers available and two x 14 bed dormitories with two toilets and showers.

q       Staff: There are two private rooms in each of the 26 bed dormitories and one private room in each of the 14 bed dormitories. One 26 bed dormitory has disabled toilet and shower facilities

The Geraldton Camp School is a Department of Education & Training (DET) facility.  As such it meets all DET requirements for residential camps including:

q       The dormitories are well ventilated and have fans

q       There are adequate toilet facilities.

q       The venue is clean and in good repair. Any works are supervised by the Department of Housing & Works.

q       Emergency lighting is installed in all buildings.

q       Illuminated exit points from all buildings are installed.

q       All buildings have hard wired smoke detectors and are connected to an emergency warning system linked to the DET’s Central Office security.

All meals are provided by the camp in the fully commercial kitchen produced by qualified staff. The use of camp school kitchen by visitors and outside vendors is not an option.

 

1.2 Assess transport arrangements

TRANSPORT: Geraldton CS does not provide coach transport. However there are a number of buses for hire. A list of reputable coach lines with experience in school camp situations is available at the camp school.

 

Students may in an emergency situation be transported in the Geraldton CS dual cab utility.  The vehicle is insured by the DET. 

 

1.3 Assess the students’ capacity

Geraldton CS is suitable for students of all ages. The site has wheel chair access and a shower and toilet

facilities for the disabled are provided. Special dietary and cultural requirements are catered for.

 

The Teacher-in-Charge will brief the Camp School Manager on the special requirements of all participants. 

 

Geraldton CS is able to provide a range of activities that cater for the skills and abilities of the students.  Available activities include: rafting, sandboarding, low ropes, problem solving, numerous beach activities, wall climbing, boxercise, hiking Kalbarri gorges, maritime museum, wind farm, bike riding and numerous other local experiences and activities. 1.4 Assess the capabilities of the supervisory team

The Teacher-in-Charge is responsible for the supervision of all participants.  Camp School Staff may instruct, lead, demonstrate or assist in an activity, but the Teacher-in-Charge is responsible for the overall supervision of the group.

 

All Geraldton Camp School staff are DET employees and as such have federally police clearances.

q       Possesses a St Johns Senior First Aid Certificate.

q       Surf Rescue Certificate

q       Bronze Medallion

q      Working with Children Check

q       Federal Police clearance

q       Occupational Safety and Health Management.

 

Geraldton CS Public Liability Insurance is managed and administrated by the Insurance Commission of WA.  Certificate of Currency number R/20-6879.  Limit of liability $200,000,000.

 

1.5 Assess the involvement external providers

External provider details for excursions and camp activities are provided in separate documents and is available on request.

 

2. ESTABLISH SUPERVISION STRATEGIES

The Teacher-in-Charge will establish and monitor supervision strategies for students. The Geraldton CS staff can assist in this process during activities conducted by GCS staff.

 

3. DEVELOP MEANS OF IDENTIFYING EXCURSION PARTICIPANTS

Systems for identifying excursion participants have been established.

A list of students and supervisors staying at GCS is to be provided on arrival.

 

Geraldton CS staff can be identified by uniform and individual photos posted on the dining hall pin-up board. All GCS staff are introduced to visitors.

 

All visitors to Geraldton CS are required to report to the office on arrival.

 

4. PROVIDE INFORMATION AND SEEK CONSENT

Visiting schools are responsible for providing information to parents/caregivers for their consent in accordance with the DET policy Excursions: Off School Site Activities.                    

 

These should include:

q       Parent Information Form;

q       Parent Consent and Contract Form;

q       Medical and Water Based Authority form;

q       Safety and Behaviour Policy;

q       Media Permission form;

q       Video/Photo Permission form; and a,

q       Clothing and Equipment Checklist

 

5. DEVELOP COMMUNICATION STRATEGIES

Appropriate methods of communication, including emergency signals, have been developed.

Geraldton CS has a landline and mobile telephone communication.  Visiting schools are required to provide their own mobile phone and inform the camp school of their number prior to arrival.

6.  COMPLETE EMERGENCY RESPONSE PLANNING

GCS has copies of the detailed Emergency Plan in strategically located places. In the case of a fire, smoke detectors activate sirens which are located throughout the building and which are connected to an emergency warning system Linked to DET Central Office Security.

 

GCS has a detailed Emergency Response Plan in place and copies are provided in all accommodation and communal rooms and the website. Evacuation strategies and assembly points are clearly identified and are outlined to all visiting schools in the camp familiarisation process. 

q       The GCS Manager or staff will manage any emergency or delegate that responsibility if staff are not on site to The Teacher in Charge. Telephone access is provided and the DET Central Office Incident Centre is available 24 hours a day – 9264 4416.

q       In the event of an alarm sounding all people on site are to go immediately to the oval in front of the BBQ area where The Teacher in Charge is to meet a camp representative and undertake a head count.

q       The Teacher in Charge is required to have up to date student medical information with them at all times.

 

7. BRIEF STUDENTS AND SUPERVISORS

GCS staff will brief all visiting groups on arrival:  If groups arrive late then It is the Teacher in Charge’s responsibility to ensure all participants are briefed on the facilities, evacuation strategies and assembly points.

GCS staff will brief all visiting students and staff during the camp school orientation on:

q       roles and responsibilities of students, supervisors and camp staff;

q       duties;

q       location of equipment and facilities and services available;

q       appropriate use of any equipment and facilities;

q       standards of acceptable behaviour;

q       consequences of breaching standards or policies;

q       in and out of bound areas;

q       emergency procedures, signals and assembly points;

q       methods of communication;

 

8. RETAIN EXCURSION RECORDS

This is the responsibility of the visiting school

 

9. GAIN APPROVALS

Appropriate approvals have been gained.
